Most lists of nursing forgiveness programs rank them by the largest dollar figure on the agency’s homepage. That ranking is wrong twice over.
Here is the verdict up front. Rank the programs by the eligibility gate you can actually clear, then by what survives tax. Do it that way and the order changes for almost every nurse.

1. Which programs actually forgive nurse student loans in 2026?
Quick Answer: Five routes are open to nurses in 2026: Public Service Loan Forgiveness, the HRSA Nurse Corps Loan Repayment Program, the NHSC Loan Repayment Program, the VA Education Debt Reduction Program, and state-run nurse repayment programs. They split into two families that behave nothing alike.
The split matters more than the list. Forgiveness cancels what is left of a federal loan after a payment requirement. Repayment sends money to your servicer now, in exchange for a service contract.

- Forgiveness (one program). PSLF. Federal Direct Loans only. Nothing happens for ten years, then the whole remaining balance goes.
- Repayment (four programs). Nurse Corps, NHSC, VA EDRP, and state programs. Money moves within months, but you owe service, and some of it is taxed.
Most nurses only ever look at the forgiveness side, because a nonprofit employer makes PSLF feel automatic. That leaves the faster money untouched.

2. PSLF for nurses: what changed on July 1, 2026?
Quick Answer: PSLF still forgives your remaining balance after 120 qualifying payments at a government or nonprofit employer. What changed is the plan you make those payments on. The new Repayment Assistance Plan counts for PSLF, and for nurses entering repayment from July 1, 2026 it is the only plan that does.
The Department of Education still frames PSLF the same way it always has: full-time work for a qualifying employer, 120 qualifying monthly payments, then the rest is cancelled. Most hospital nurses clear the employer test without doing anything, because nonprofit and public hospitals qualify. Public school staff hit the identical switch, which is why the teacher forgiveness rules changed on the same date.
The One Big Beautiful Bill Act rewrote the plumbing underneath. Federal Student Aid’s guidance to schools confirms the law created the Repayment Assistance Plan and made its payments count toward PSLF.
RAP sets payments at 1% to 10% of adjusted gross income, with a $10 floor for very low incomes, and forgives on its own after 360 payments. Under PSLF, the 120-payment clock still governs.
What this means in practice for a nurse:
- Already in repayment before July 2026? Your existing qualifying plan keeps working. Nothing forces you to move.
- Entering repayment from July 1, 2026? RAP is the plan that counts. Enrolling anywhere else stops the PSLF clock without warning you.
- Still in school? Assume RAP is your starting plan and model your payment off projected AGI, not off a fixed ten-year figure.
The failure mode here is quiet. A nurse switches jobs, gets moved to a default plan by a servicer, and loses two years of credit before noticing. Certify employment annually through the PSLF Help Tool and the gap shows up while it is still fixable.
3. Nurse Corps or NHSC: which one will take an RN?
Quick Answer: Nurse Corps takes RNs, APRNs and nurse faculty. NHSC does not take staff RNs at all: its eligible disciplines are nurse practitioners, certified nurse midwives, physician assistants, physicians, dental and behavioral health. If you are a bedside RN, Nurse Corps is your HRSA program.
This is the single most common wasted application in nursing. The two programs sit on the same agency’s website, use similar language, and have completely different doors. License tier gates the money here the same way it gates own-occupation disability cover for nurses.
HRSA’s Nurse Corps Loan Repayment Program pays 60% of qualifying nursing education debt over a two-year commitment, with an optional third year worth another 25% of the original balance: up to 85% in total. You must work at a critical shortage facility in a shortage area, or teach at an accredited nursing school.
The NHSC Loan Repayment Program pays a fixed ceiling instead of a percentage: up to $75,000 for a full-time two-year commitment for primary care NPs and nurse midwives, with a $5,000 enhancement for verified Spanish-language proficiency.

Read the last column before the third. Nurse Corps pays the largest share of a nursing balance and is the only one of the four that HRSA states is not exempt from federal income and employment taxes.
One more door is easy to miss. Faculty-track nurses have long used the Nurse Faculty Loan Program for up to 85% cancellation, but HRSA cancelled the 2025 funding opportunity. Check its status before planning around it.
4. What is each program worth on $60,000 of debt?
Quick Answer: On a $60,000 nursing balance, VA EDRP and NHSC can clear the whole thing tax-free within two years. Nurse Corps pays $36,000 over the same two years, but tax takes a bite. A state program pays far less, and asks far less of you.

PSLF shows $0 because at month 24 it has paid nothing. Run the same model to year ten and PSLF wipes whatever is left, tax-free, which is why it is the strongest option for a nurse with a large balance and a stable nonprofit job.
The row that surprises people is Nurse Corps. It pays the highest percentage of any federal program and still lands third here, because $36,000 taxable is worth about $28,000 in hand.

5. Which states pay nurses to stay?
Quick Answer: State programs pay less than federal ones but ask far less in return, and they differ sharply by license. New York pays an RN up to $25,000. Texas caps an RN at $6,500 a year. California’s nursing award is $10,000 for a single year of service.
State money is the most overlooked layer because there is no national list. Each program is written by a different agency with its own license tiers, service length and priority rules: the same state-by-state spread we find in nurse malpractice premiums.

Texas is the clearest example of why the headline number misleads. An APRN sees the largest cap at $13,333 a year, but the Coordinating Board ranks RNs ahead of LVNs, who rank ahead of APRNs, when funding runs short.
Texas also caps each year at one-third of your verified balance, so the annual maximum is a ceiling, not a promise. Rural work and a higher shortage-area score move you up the queue.
6. Will you owe tax on forgiven nursing debt in 2026?
Quick Answer: It depends entirely on which program pays you. PSLF, NHSC and VA EDRP are all federally tax-free. Nurse Corps and most state programs are taxable. And the temporary rule that made income-driven forgiveness tax-free quietly expired on December 31, 2025.
2026 is the first year in five where this question has a different answer than it used to. The American Rescue Plan’s exclusion covered discharges through the end of 2025, and Congress did not renew it.

The consequence lands in a single April. A taxable award is paid to your servicer, not to you, so nothing is withheld and the bill arrives at filing time.
Nurses who take Nurse Corps or a state award should set aside a share of each disbursement the way a self-employed person does. That habit belongs alongside the deductions nurses can claim when you plan the year.
7. Can you stack more than one program?
Quick Answer: Often yes, in sequence rather than at once. Texas confirms its nurse program runs alongside PSLF. What almost never works is two service programs paying the same loan in the same period, which most state rules exclude outright.
Stacking works when the programs touch different things. PSLF counts your monthly payments; a repayment program pays down principal. They run in parallel because they measure different events.
The Texas Higher Education Coordinating Board says so directly, noting a nurse can finish its program long before 120 PSLF payments are done. It also excludes loans already committed to another state service obligation.
A workable sequence for most nurses:
- Confirm your loan types. PSLF needs federal Direct Loans. Repayment programs often accept private nursing debt too.
- Certify PSLF employment now. Even if you plan to leave, certified months never expire.
- Apply for one service program at a time. Check its rules on concurrent awards before signing.
- Re-run the math after each award. A smaller balance changes which program is worth the service contract.

1. Do travel nurses qualify for loan forgiveness?
Rarely for PSLF, because most travel nurses are employed by a staffing agency rather than the hospital, and the agency is usually a for-profit company. Service-based repayment programs can still work if the assignment site and hours meet the program’s rules.
2. Does an LPN or LVN qualify for these programs?
Some, not all. HRSA’s Nurse Corps program is for RNs, APRNs and nurse faculty. Several state programs do include practical nurses at a lower cap, such as $10,000 in New York and $4,500 a year in Texas.
3. Can private nursing school loans be forgiven?
Not through PSLF, which covers federal Direct Loans only. Service-based repayment programs are broader, and some state programs and VA EDRP can apply to private education debt used for your nursing qualification.
4. How long does a Nurse Corps award take to arrive?
